Vijay Singh, the man accused of killing Assistant Town Planner Shail Bala Sharma as she was leading a demolition drive in Himachal Pradesh's Kasauli, has been nabbed

 kasauli murder

The police on Thursday arrested Vijay Singh, accused of killing Assistant Town Planner Shail Bala Sharma as she was leading a demolition drive in Himachal Pradesh's Kasauli, from Mathura. Reportedly, subsequent to his arrest, Singh told the police that he killed Sharma because she refused to settle for a bribe.

Singh had on Tuesday allegedly fired on and killed Sharma, who, leading a Supreme Court-mandated demolition drive against illegal constructions, had reached Narayani Guest House, owned by Singh's family. Himachal Pradesh authorities received much flak and were even pulled up by the apex court over the incident. Singh fled after the incident and was on the run until his arrest in Mathura. Police told news agencies that Singh kept changing locations to avoid being caught.

Further, heads also started rolling with the state government late in the evening transferring the district's top police official. Earlier, while taking sou motu cognizance of the incident, the Supreme Court had asked what the police team, which had accompanied the government officials during the sealing drive, was doing when the hotel owner allegedly shot at Shail Bala.

Here are the top 10 developments in the Kasauli killing case that claimed Shail Bala Sharma's life:

1) Shail Bala Sharma refused to take bribe, says murder accused: After his arrest, Vijay Singh reportedly told the police that Shail Bala had refused to either back down or accept a bribe as she led the demolition drive, reported NDTV. Citing unnamed sources, the report said that Singh had pleaded with the woman officer and asked her to spare his guest house. However, Singh said, she "refused to settle" and "was behaving like an ideal officer".

2) Shail Bala Sharma to get Gaurav Purskar: The state government has decided to confer Himachal Gaurav Purskar on Shail Bala Sharma. A government spokesman said a decision in this regard was taken at a high-level meeting held to review the law and order situation. He said the government also decided to give an ex-gratia of Rs 500,000 (Rs 5 lakh) to her family who would be entitled to the salary for her remaining service period.

3) Vijay Singh shaved moustache, hid in forest after alleged murder: In a bid to change his appearance, Vijay Singh shaved his moustache and trimmed his hair, said the police. Solan SP Mohit Chawla told news agencies that Singh kept changing locations to avoid being caught. He even stayed near the Mathura refinery and the Banke Bihari temple, Chawla added.

After the crime, Singh, a Himachal Pradesh State Electricity Board employee who was on leave for three weeks, disappeared into a nearby forest.

4) Top police official shunted: After a rap from the apex court over its negligence in handling the demolitions, the Himachal Pradesh government transferred Solan Superintendent of Police Mohit Chawla and his deputy Ramesh Sharma to police headquarters. Additional Superintendent Shiv Kumar was given the additional charge of the Superintendent of Police, while Ajay Rana is the new Deputy Superintendent of Police

Kasauli murder: Woman official killed in Himachal; SC takes note; updates

During a Supreme Court-ordered demolition drive in Himachal Pradesh's Kasauli, a hotel-owner fled after allegedly shooting and killing a woman assistant town and country planner

Kasauli killing

A woman assistant town and country planner was shot dead on Tuesday in Himachal Pradesh's Solan district by a guest house owner. The woman officer had gone to seal an unauthorised construction on the guest house owner's property under a directive issued earlier by the Supreme Court. The Court on Wednesday took sou motu cognizance of the firing incident in Kasauli. The case will be assigned before an appropriate Bench on Thursday.

Narayani Guest House owner Vijay Kumar allegedly fired two rounds in the air as employees began the demolition drive in the Dharampur area. Police officials told news agencies that a stray bullet hit Shailbala Sharma, the assistant town and country planner, killing her on the spot. Labourer Gulab Singh also received a gunshot injury in his abdomen.

Officials said that the accused subsequently fled from the scene and a manhunt was launched to nab him.

Here are the top developments around the killing of the woman town and country planner in Kasauli:

1) SC takes sou motu cognisance of the Kasauli incident: The Supreme Court on Wednesday on its own took cognisance of the firing incident in Kasauli where a woman government official was shot dead allegedly by a hotel owner over the demolition of an illegal structure. A Bench comprising Justices Madan B Lokur and Deepak Gupta termed the incident as extremely serious and noted that the government officials had gone there to comply with the court's direction to seal unauthorised constructions.

2) Kasauli incident to be placed in court tomorrow: The apex court Bench said that the matter be placed before Chief Justice Of India Dipak Misra for assigning it before an appropriate Bench tomorrow.

3) SC asks 'what was police doing': The Supreme Court also asked what the police team, which had accompanied the government officials during the sealing drive, was doing when the hotel owner allegedly shot at Shailbala.

4) SC Bench says it will stop passing orders: After the Kasauli firing incident issue was mentioned before it, the Bench observed, "We might stop passing any orders if you are going to kill people."

5) SC raps state govt: The apex court also rapped the state government for not providing adequate security to the woman official, news agencies reported.

6) Accused on the run, manhunt on: The counsel representing Himachal Pradesh on Wednesday informed the Supreme Court Bench that the accused had fled from the spot after opening fire. A manhunt was launched to nab him.

7) How the incident took place: Shailbala Sharma was shot dead and a labourer injured on Tuesday in Himachal Pradesh's Solan district allegedly by Narayani Guest House owner Vijay Kumar, who fired two rounds in the air as employees began the demolition drive in Dharampur area following Supreme Court orders. A stray bullet hit Sharma, killing her on the spot, police officials told news agencies. Labourer Gulab Singh received a gunshot injury in the abdomen. An official of the Public Works Department was also injured in the incident. Sanjya Negi, a sub-divisional officer of the electricity department, had a narrow escape.

The district administration officials were removing illegal structures in 13 hotels and resorts in Kasauli area when the crime was committed.

The deceased was heading the team for the demolition drive and hotel-owners allegedly attempted to intimidate the officials. An altercation ensued and Kumar fired three rounds at the officials, killing Shailbala on the spot and injuring Singh, who was undergoing treatment at PGI, Chandigarh, where his condition was stated to be critical.

8) Himachal CM says law and order will be maintained: Himachal Pradesh Chief Minister Jai Ram Thakur mourned the official's killing, saying that the culprit would be arrested soon and acted against according to the law. "The law and order will be maintained at all costs in the state," he said.
9) SC's demolition order: The Supreme Court last month had ordered the demolition of unauthorised constructions at several hotels and resorts built in violation of sanctioned plans in Kasauli in Himachal Pradesh. Observing that the hotel-owners cannot put the life of people in danger for making money, a Bench of Justice Madan B Lokur and Justice Deepak Gupta had said: "First demolish it (unauthorised constructions)".

"You (hotel owners) admitted that there is unauthorised construction. Everything you have done is wrong. There was landslide in your premises. You are putting the lives of people in danger just for the money," said the Bench, which took note that some hotels and resorts were supposed to construct only two-storeyed buildings but built six-storeyed buildings. Ordering the authorities concerned to act on it, the Bench said, "Either you demolish it or we will ask authorities to demolish it. Choice is yours."

Sukh Ram's son quits Congress, to contest Himachal election on BJP ticket

CM Virbhadra Singh says the father-son duo's exit from the Congress was expected; Sukh Ram has a history of switching loyalties

1508123513-9091

There was a time when the name of Sukh Ram, a Congress leader from Himachal Pradesh, had become synonymous with that of the archetypal corrupt Indian politician. In 1996, the Central Bureau of Investigation (CBI) had seized Rs 3.6 crore in cash stashed in suitcases from Sukh Ram’s residence. He was the communication minister in the PV Narasimha Rao government. The episode came to be known as the ‘Telecom scam’.

On Sunday, Anil Sharma, Sukh Ram’s 61-year-old son, confirmed that his 90-year-old father and he had joined the Bharatiya Janata Party (BJP). He also announced that he would contest the Mandi Assembly seat on the BJP ticket.

BJP Lok Sabha member Anurag Thakur tweeted: “Welcome to BJP Anil Sharmaji. Best wishes to you for taking a stand against corruption and joining Prime Minister Narendra Modi’s vision for new India”. Congress Chief Minister Virbhadra Singh is battling corruption-related cases. The BJP was yet to release its list of candidates at the time of filing of this report. The election is scheduled for November 9.

Sharma was the rural development minister in the Virbhadra Singh government. The CM said the exit of the father-son duo from the Congress was expected. He also said Sukh Ram had a reputation of switching loyalties. “He is the first well-known ‘Aaya Ram Gaya Ram’ in Himachal Pradesh,” he said in Shimla.

Sukh Ram, born into a not particularly well-to-do Brahmin family in Himachal Pradesh in 1927, has had a rags to riches life. He was a struggling lawyer who turned to politics and made good. His son, Anil Sharma, followed him into politics. Incidentally, the family has another claim to fame. Sukh Ram’s grandson, and Anil’s son, Aayush Sharma married actor Salman Khan’s sister Arpita a few years ago....READ MORE
