The demand for more Shramik special trains by Maharashtra to transport stranded migrants led to a political tug of war on Sunday, with Union Minister of Railways Piyush Goyal retorting with a dozen tweets stating that his ministry was ready to send as many trains as required, if the state can ensure that it will not return empty. The war of words started with a statement by Maharashtra Chief Minister Uddhav Thackeray on Sunday that though his state had demanded around 80 Shramik trains a day, the Centre is providing only 30-40 a day.
Maharashtra has already made a list of migrants who want to go to their native states, he added. Soon after this statement, Goyal took a dig at Thackeray through a series of tweets till 2 am on Monday night. Thackeray is the second state chief minister after West Bengal’s Mamata Banerjee, with whom Goyal is in a duel over Shramik trains.
Goyal in his tweets demanded list of passengers from the Maharashtra government on the basis of the guidelines by the Ministry of Home Affairs, stating the source state will have to provide a list of passengers to the national transporter and also to the destination state.

“Where is the list for 125 trains from Maharashtra? As of 2 am, received list of only 46 trains of which five are to West Bengal and Odisha, which cannot operate due to cyclone Amphan. We are notifying only 41 trains for today despite being prepared for 125,” the minister Tweeted. The Indian Railways had started Shramik trains from May 1 to May 23, around 2,600 trains were operated transporting over 3.5 million passengers,” he said…Read More

Defending the new citizenship amendment law, Goyal also said, ‘India has a duty to protect people who are sufferers of religious persecution’
Piyush goyal
Union minister Piyush Goyal on Thursday said Muslims in India are safer than most places in the world. “India is probably one of the most inclusive societies in the world,” Goyal said here at a session on ‘Strategic Outlook: India’ at the WEF 2020. “India is a country which welcomes all diverse viewpoints, all diverse opinions, the Muslims in India are safer than any other part of the world in terms of equal opportunity,” he stressed. He further noted that there is absolutely no discrimination in any of the government programmes.

All our programmes are equal for all,” the minister said. Defending the new citizenship amendment Act, Goyal also said, “India has a duty to protect people who are sufferers of religious persecution.”
The minister for Railways as well as Commerce and Industry, said India is a land that has the power of democracy, demography, leadership, talent, culminating in the “power of opportunity.” “Citizenship is an area that every country protects, that every country has the rules of the game, every country has citizenship laws that are respected by the world,” he said. Amazon not doing India a favour by investing billion dollars: Piyush Goyal

Minister’s remarks come a day after Bezos announced $1 billion investment
Piyush goyal
Amazon is not doing India a favour by investing a billion dollars, said Piyush Goyal, Minister of Commerce and Industry, a day after the e-commerce giant’s founder and CEO Jeff Bezos announced the incremental investment in the country.
Speaking at the Raisina Dialogue 2020, an annual event organised by the Observer Research Foundation, Goyal said on Thursday, “they may have put in a billion dollars but then if they make a loss of a billion dollars every year, then they jolly well have to finance those billion dollars. So it’s not as if they’re doing a great favour to India when they invest a billion dollars.”
Bezos, considered the richest man in the world with a net worth of $117 billion, is in India for the first edition of his firm’s micro, small and medium enterprises focused event — Amazon Smbhav. In New Delhi, he announced the investment of $1 billion, in addition to the $5 billion Amazon has invested over the past five years.
The latest round of investment will go towards digitising 10 million MSME businesses in India, and help such firms export $10 billion worth of “Make in India” goods by 2025 through its platform. However, Goyal was clearly not pleased with the announcement. Talking about the losses incurred by Amazon’s marketplace, he added that if the company was bringing in money “largely to finance its losses”, which amount to $1-1.5 billion a year at a turnover of $10 billion, then it raises the question of how the losses occurred.

Open to join RCEP in future if we get favourable offers: Govt

Piyush Goyal said India was exploring trade agreements with the United States and the European Union to allow manufacturing and services sectors to benefit from access to large developed markets
(From left) New Zealand’s Prime Minister Jacinda Ardern, Prime Minister Narendra Modi, Chinese Premier Li Keqiang, and Thai Prime Minister Prayuth Chan-Ocha at the 3rd Regional Comprehensive Economic Partnership (RCEP) summit in Bangkok, Thailand, o
A day after opting out of the Regional Comprehensive Economic Partnership (RCEP) deal, the government on Tuesday said it was open to being part of the grouping in the future if it got favourable offers addressing India’s concerns.
“Every government is always open to discussions and negotiations, but at present, the final decision is to stay out of RCEP,” Commerce and Industry Minister Piyush Goyal said. “Should the other countries come up with better offers in the interest of India’s industry and people, we will discuss it and do what is good for our farmers, industry, and the services sector.”
Goyal also said India was exploring trade agreements with the United States and the European Union to allow the manufacturing and services sectors to benefit from access to large developed markets. “We always talk to countries. The doors never shut for anybody,” he said, referring to RCEP.
He said reconciliation would follow if the 15 RCEP nations made sincere efforts to address India’s concerns, gave it confidence, and helped it balance this trade inequality. “At present, the final decision is to stay out of ..(We will) do what is good for our farmers, industry and services sector”- Piyush Goyal
While the other RCEP nations have gone ahead with the deal after concluding the talks in Bangkok, they have also left the door open for India — the largest untapped consumer and industrial market. Negotiations, which started in 2012, will now culminate in a final deal being signed by 2020.

‘We have to stop RCEP’: Farmers plan nationwide protest against trade deal

The All India Kisan Sangharsh Coordination Committee said that they will burn effigies depicting the China-backed Regional Comprehensive Economic Partnership or RCEP, to mark their protest
RCEP
Farmers’ organisations have planned a nationwide protest on November 4 to demand that the government keep agriculture out of a 16-nation trade agreement currently being negotiated in Thailand.
The All India Kisan Sangharsh Coordination Committee, an umbrella organization of about 250 farmers unions from across the country, said that they will burn effigies depicting the China-backed Regional Comprehensive Economic Partnership or RCEP Deal, to mark their protest and warn the government. Farmers won’t be able to compete should the country agree to cut duties for agricultural and dairy products in the proposed trade pact, said V.M. Singh, a convener of the the farmers’ group.
Imports of dairy and agricultural products including wheat, cotton and oil seeds would affect the livelihood of millions of Indian farmers, he said. The government should defer signing of the agreement and hold consultations with farmers, state governments and other stake holders before taking a final decision, said Singh.
“We have to stop RCEP,” he said. It is not clear yet what terms India will agree to in order to join what could become the world’s largest trade deal. The final stage of negotiations have begun in Bangkok and Indian trade minister Piyush Goyal will travel for the ministerial meeting there on November 1. The nations are seeking to conclude the negotiations by November end...

Piyush Goyal says most trade issues with US resolved, announcement soon

Minister bats for ‘much larger engagement’ like a bilateral trade agreement
Union Commerce and Industry Minister Piyush Goyal with former US secretary of state Henry Kissinger
India and the US have resolved most of their broad trade differences and the countries must look at a much larger deal like a bilateral agreement, Commerce and Industry Minister Piyush Goyal said on Monday.
Addressing senior members of American industry at a conclave organised by the US-India Strategic Partnership Forum (USISPF), Piyush Goyal expressed optimism about the bilateral relationship that he said “is at their best ever now”. “We have almost resolved the broad contours of what we are going to announce. I do not see any great difficulty in closing the gap on the first announcement,” he said.
He, however, refused to give a deadline on the current trade talks taking place between the countries. “Trade negotiations are complex. You need to have a lot of back and forth, which is going on. We’ve had a little pause because all of us were busy in different areas. But it’s on track and everything is moving smoothly,” he said.
A trade arrangement with the US was expected during Prime Minister Narendra Modi’s six-day visit to that country last month. However, with Modi by his side, US President Donald Trump had last month promised a trade deal with India “very soon”, with a larger deal down the line…

CAIT had in a letter on Monday urged Goyal to order an audit into the business model of all e-commerce firms
Piyush Goyal, commerce and industry minister
The government is probing Wal- Mart-owned Flipkart and Amazon over the alleged predatory pricing, commerce minister Piyush Goyal said on Thursday. Warning of stringent action as per the law for any violation, he said detailed questionnaires have been sent to these companies and their response is awaited. According to media reports, the e-commerce majors have grossed up over $3 billion in gross merchandise value during the festive sales held over the past fortnight, which typically see over half of their annual sales.
“E-commerce companies have no right to offer discounts or adopt predatory prices. Selling products cheaper and resulting the retail sector to incur losses is not allowed,” Goyal told reporters. They are also not permitted to own products and sell them, he said and that they are only platforms helping sellers connect with potential buyers. Without specifying the exact transgressions, Goyal said his ministry has received complaints from the traders body CAIT alleging violations of norms by these players.
“A detailed questionnaire has been sent to them. Today or tomorrow, a supplementary questionnaire will also be sent,” he said and reminded that he had earlier also warned these e- commerce players. “We will take stringent action against them, if there is violation of any law in letter or in spirit. The law is clear. Action will be taken as per the law,” he said….

Income Tax return processing time to reduce from 63 days to just 1 day

Under the new system, Infosys will handle end-to-end solution – from e-filing to return assessment to refund processing
tax
Economy News: The Union Cabinet on Wednesday approved an integrated income-tax e-filing and centralised processing centre (CPC) portal, which will reduce the return processing time from 63 days to just one day. The new portal is also expected to process the refunds within one day of filing of tax returns, in huge relief for taxpayers. However, one will have to wait for 18 months to see its launch.
“Earlier, taxpayers would face troubles because of delay in refund processing and the CBDT used to spend a lot of money every year as interest on pending refunds, which will be history now,” Union minister Piyush Goyal told reporters after the Cabinet meeting here.
Last month, Central Board of Direct Taxes (CBDT) Chairman Sushil Chandra had said a simplified return form and process would be put in place soon in which the department would process the self-declaration made by the taxpayer. The new Rs 4,241-crore project will incorporate these changes.

Will milk be available at railway stations across India? Decision soon

Also, the Centre is planning to introduce milk in the mid-day meal scheme to increase milk consumption
Milk, products, dairy
The Railways Ministry is considering a proposal to make milk available at railway stations across the country, a move that will encourage milk consumption and boost the growth of the dairy industry. .
Railway Minister Piyush Goyal announced the decision on Tuesday after attending a high-level meeting chaired by Transport Minister Nitin Gadkari, Agriculture Minister Radha Mohan Singh, representatives of Amul India and food safety body FSSAI to discuss issues and concerns of the dairy sector, news agency PTI reported.
Railways will soon take a call on the availability of milk at railway stations and discuss how milk consumption can be increased in the country. “We will take a decision in two to four days,” PTI quoted Goyal as saying.
The idea to make milk available across railway stations was mooted by the Agriculture Ministry at the meeting. Amul proposed that stalls could be provided by the national transporter to dairy companies or cooperatives where they could sell their dairy products at the stations.(CLICK HERE : MILK FARMERS STRIKE)
To increase milk consumption, the Centre is planning to introduce milk in the mid-day meal scheme. The central government will also provide a 10 per cent incentive on milk and milk products to boost export of dairy products. This is part of steps to ensure better returns to milk producers, Union Minister Nitin Gadkari told Business Standard.
The Railway Minister’s comments came against the backdrop of a protest by milk farmers that has impacted the supply of fresh milk in Maharashtra. Scores of milk tankers bound for major cities, including Mumbai, were blocked and emptied on roads. Farmers’ associations, led by Swabhimani Shetkari Sanghatana (SSS) and Maharashtra Kisan Sabha (MKS), are demanding higher prices and subsidy of Rs 5 per litre milk.(News Source : BS)

Milk, Mercedes can’t be taxed at single GST rate, says PM Narendra Modi

To criticism that the GST was ‘hurriedly implemented’, the PM said the government had been responsive, with issues identified and redressed in real time
Modi
Prime Minister (PM) Narendra Modi on Sunday ruled out a single slab for the goods and services tax (GST), stating that milk and the Mercedes could not have the same rate.
The GST regime was rolled out on July 1 last year. The central government on Sunday marked its first anniversary with an event in New Delhi, while Modi took to social media to showcase its advantages.
In an interview to Swarajya, a news website, Modi responded to criticism of his government’s version of the GST. He ruled out a single tax slab, pointed at the gains of the past one year, and admitted to teething troubles having plagued the regime in its first year.
To the Congress party’s criticism that there should be a single tax rate, he said: “It would have been very simple to have just one slab but it would have meant we could not have food items at 0 per cent tax rate. Can we have milk and Mercedes at the same rate?”
“So, when our friends in the Congress say that they will have just one GST rate, they are effectively saying they will tax food items and commodities, which are currently at 0 or 5 per cent, at 18 per cent,” Modi said.
To criticism that the GST was “hurriedly implemented”, the PM said the government had been responsive, with issues identified and redressed in real time.
The PM did not rule out the possibility that tax rates could come down further on some items. He said the government had reduced taxes on nearly 400 groups of items, and around 150 groups have a 0 per cent tax rate.
Modi also responded to the Opposition’s charge that the GST was “anti-people” by sharing on Twitter and the NaMo app the advantages the tax reform had brought for the common people. With the assembly elections scheduled in three key North Indian states in the next five months, and the Lok Sabha elections due in less than nine months, the PM tweeted that “decreasing prices”, because of the GST, were “helping poor and middle class”.
He also reached out to small businesses, a key support base of the Bharatiya Janata Party (BJP), and said the tax reform had provided “increasing opportunities for small and medium entrepreneurs”. With the hashtag “GST for New India”, the PM tweeted that the GST had brought growth, simplicity, and transparency. He said it had boosted formalisation, enhanced productivity, and furthered “ease of doing business”.
The PM said the GST had been designed to “eliminate inspector raj with the help of information technology”, and suggested that the GST roll-out was consistent with his vision of “minimum governance”.
The PM in his last radio broadcast had said the tax reform was an example of cooperative federalism with decisions in all 27 GST Council meetings having been reached by consensus.
Modi said the number of enterprises registered since Independence until June 30, 2017, was 6.6 million. He said in just one year after the introduction of the GST, the number of new enterprises registered was 4.8 million. He said around 3.5 billion invoices were processed, 110 million returns were filed, and 100 million e-way bills generated. “Would we be looking at such numbers, if GST were indeed very complex?” Modi asked.

The Army will help build a new foot overbridge at the Elphinstone Road station, Chief Minister Devendra Fadnavis on Tuesday said as Union ministers Nirmala Sitharaman and Piyush Goyal visited the station, where a deadly stampede took place last month.

Fadnavis, who accompanied Defence minister Sitharaman and Railway Minister Goyal, said the Army will also help in building foot overbridges at two other stations here.

23 people were killed in a stampede on the Elphinstone Road station foot overbridge (FOB) last month.

"We are taking the Army's help in building a new FOB at the Elphinstone Road station and at two other suburban train stations in Mumbai," Fadnavis told reporters at the venue.

"I have been informed that the work on these bridges will be completed by January 31," he said.

After the stampede on September 29, railway officials posted police personnel to manage the crowd on busy platforms, evicted hawkers from suburban train stations and started speeding up infrastructure projects on suburban network.

Railway Minister Piyush Goyal today said Indian Railways will be making an investment of around Rs 2,000 crore, in the next couple of years, for expansion of its various manufacturing units across the country.

The Indian Railways manufacturing capacity from its three factories — Intergral Coach Factory, Chennai (Tamil Nadu), Modern Coach Factory, Rae Bareli (Uttar Pradesh) and Rail Coach Factory, Kapurthala (Punjab) is expected to be ramped up to 7,000-8,000 LHB (Linke Hofmann Busch – named after its German supplier) coaches from the current 4,000 coaches.

At present, around 51,000 Integrated Coach Factory (ICF) coaches and 5,500 LHB coaches are made in the Kapurthala factory.

“A major part of the investment would go to the ICF in Chennai,” Ravindra Gupta, Member (Rolling Stock), Railway Board told reporters in New Delhi.

According to Gupta, infrastructure improvement at the Modern Coach Factory in Rae Bareli is expected to take about one-and-a-half years or so and a similar time horizon for ICF is also expected. Once the modernisation work is complete, Indian Railways would be in a position to ramp up its LHB manufacturing capacity to 7,000-8,000 coaches from the current 4,000.....READ MORE

Railways can generate 1 mn jobs but the system is slow: Piyush Goyal at WEF

Over the years, the system that has been created is slow to move, said Goyal at World Economic Forum

 1506616073-2005.jpg

“We have the potential to create no less than a million jobs around railways if we can provide an enabling environment,” said Minister of Railways and Coal Piyush Goyal at the World Economic Forum’s India summit on Thursday.

While Railways is already one of the country’s biggest employer, the scope to create jobs is immense.
“There are 2,000 railway stations in India that don’t have a booking office. So rather than having a ticketing office, why not encourage a local entrepreneur from the village to book tickets and earn a commission,” Goyal said.

However, the problem is that the system is slow to move.

Over the years, the system that has been created is slow to move, said Goyal. This causes delays and reduces focus on costs and efficiency. As a consequence, investments are not as effective as desired.(economy policy)

The minister stressed that transformative results are possible but “we need to change the mindset.”
“The investments in the pipeline can alone create thousands of jobs. We can also monetise our real estate. That will also create many opportunities,” Goyal said.

Jobs is undoubtedly top of the agenda at the India economic summit.

Other panelists at the session titled - Creating Indian Narratives – also stressed on the need to create jobs to absorb the millions that are entering the labour force each year.

“India needs to focus on creating jobs and focus on improving productivity by engineering the shift away from informality towards formality,” said Ajay S Banga, president and chief executive officer, Mastercard....READ MORE

India's first bullet train from Ahmedabad and Mumbais likely to be completed by 2022, the year marking 75 years of India's Independence.

Railway Minster Piyush Goyal told the media on Monday that the project would be completed by 2022, much before the earlier deadline of December 2023. The foundation stone of the project, which will get a soft loan of Rs 88,000 crore from Japan, will be laid on September 14 by Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe.(economy news)

The first tranche of the loan, Rs 6,000 crore, will be released immediately, while the remaining tranches will come after the completion of land acquisition. Japan is providing the loan at a minuscule interest rate of 0.1 per cent, and the repayment will begin only after 15 years. The interest on the entire loan will be Rs 7-8 crore a month.

"The initial tranche of Rs 6,000 crore will mainly be for the dedicated high-speed rail training institute and for building the Sabarmati station. We are confident about completing the acquisition of 825 hectares of land within a year," said an official close to the development.

Initially, the route is expected to have 35 trains per day. This might increase to 105 by 2050. The trains are set to run at a speed of 320-350 kilometres per hour and will cover 12 stations -- Bandra Kurla Complex, Thane, Virar, Boisar, Vapi, Bilimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati.
