Karnataka bypolls: The ruling Congress-JD(S) coalition’s candidates in Karnataka were leading in two Lok Sabha constituencies and two Assembly segments in the bypolls held Saturday, according to initial trends as counting of votes was taken up this morning. The BJP was ahead in the Shivamogga Lok Sabha seat.

The Congress was leading in Ballari and its coalition partner Janata Dal (Secular) in the Mandya parliamentary seats, electoral officials said. The JD(S)-Congress coalition was also leading in Ramanagara and Jamkhandi Assembly segments respectively.

In Ballari, Congress’ V S Ugrappa was leading by 84,257 over Bharatiya Janata Party’s J Shantha. BJP’s B Y Raghavendra, the son of former chief minister B S Yeddyurappa, was leading ahead of JD(S)’ Madhu Bangarappa by 9,665 votes in Shivamogga. In Mandya, JD(S)’ Shivarame Gowda was leading over BJP’s Siddaramaiah.

The vote counts were being conducted in the engineering and government colleges that have been taken up as counting centres.

With just one more day to go before the Karnataka Assembly election 2018 results, BJP president 

Amit Shah has asserted that his party will form the next government in the state, while the Janata Dal (Secular), or JD(s), has claimed that neither incumbent chief minister and Congress leader Siddaramaiah nor BJP chief ministerial candidate B S Yeddyurappa will become chief minister of Karnataka. Siddaramaiah, for his part, has exuded confidence that the Congress will get an absolute majority in Karnataka and has ruled out any possibility of a tie-up with the JD(S).

Meanwhile, repolling on three polling booths -- one in north Bengaluru's Hebbal constituency and two in Kushtagi in Koppal district -- was scheduled to be held on Monday, according to the Election Commission (EC). The repolling was scheduled to be held from 7 am to 6 pm.

According to most of the post-poll surveys, the BJP is set to emerge as the single largest party in Karnataka, with the JD(S) likely to emerge as the kingmaker. As reported earlier, while most exit polls predicted a hung Assembly with the BJP ahead, two said the BJP would either come very close to or cross the halfway mark of 112 seats. However, the India Today-Axis exit poll said the Congress might bag a majority. No government in Karnataka since the Ramakrishna Hegde-led Janata Party in 1985 has been re-elected.

A single-day polling was held in Karnataka in 222 of the 224 Assembly segments on Saturday, with a record 72.13 per cent voter turnout. The results of the election will be declared tomorrow. The Congress had won 122 seats and the BJP 40 seats in the last Karnataka Assembly election in 2013.

Here are the top ten developments around the Karnataka Assembly election 2018 results:

1) Both BJP, Congress courting JD(S) despite denials: BJP and the Congress leaders, according to a previous Business Standard report, are in touch with the JD(S) leadership, and have proposed power-sharing scenarios that could be acceptable to party leader and former chief minister H D Kumaraswamy. The BJP and the Congress, both, have ran coalition governments with the JD (S) between 2004 and 2008.

The Congress, for its part, is open to repeating the formula where the chief minister from either party serves for 2.5 years each, and also recognises that Kumaraswamy would never agree to sharing power with current chief minister and friend turned foe Siddaramaiah. The Congress is amenable to making home minister R Ramalinga Reddy its chief ministerial nominee if there is a hung Assembly.

The BJP, meanwhile, has proposed that it might be open to offering Kumaraswamy the first go at the 

chief ministerial chair.

2) Repolling in three booths today: Repolling on three polling booths -- one in north Bengaluru's Hebbal constituency and two in Kushtagi in Koppal district -- was scheduled be held on Monday, according to the EC. "Repolling will be held from 7 am to 6 pm as an Electronic Voting Machine (EVM) malfunctioned at a polling booth in Hebbal on May 12, while at two booths in Kushtagi voters' names were wrongly listed," state's Chief Electoral Officer (CEO) Sanjiv Kumar told reporters.

The names of nearly 275 voters were mixed up at the two polling stations in Kushtagi, about 400 km northwest of Bengaluru. As a result, voters cast their ballots at the wrong polling booth, Kumar said.

3) Paswan mocks Rahul's statement on becoming prime minister if Congress wins 2019 LS polls: Union minister and Lok Janshakti Party (LJP) chief Ram Vilas Paswan on Sunday mocked Rahul Gandhi's remark that he would become prime minister if the Congress emerged as the single largest party in the 2019 Lok Sabha polls, saying that there was no vacancy for the top post as Narendra Modi would return to power in 2019.

Paswan was reacting to Gandhi's statement made at an interaction with the media during the recent campaign for the Karnataka Assembly polls, which has drawn snide remarks from those in the BJP-led National Democratic Alliance (NDA), including Modi himself.

"How can he (Rahul Gandhi) become prime minister in 2019? There is no vacancy. The NDA will return to power with a majority, and Narendra Modi will have his second term as prime minister," Paswan told reporters in Patna.

"I am sure that in the next general elections, the people of the country will hold the view that Prime Minister Narendra Modi has been performing well and the country has gained respect globally under his leadership, and therefore, the NDA will be given another chance," Paswan, the Union Minister of Consumer Affairs, Food and Public Distribution, asserted.

Karnataka results: Cong and BJP reach out to JD(S), offer deputy CM post

With the counting of votes of the Karnataka assembly polls slated for Tuesday, and most exit polls having predicted a hung assembly, behind the scenes negotiations are on

Janata Dal (Secular) leader and former Chief Minister HD Kumaraswamy was in Singapore since Saturday, which has led to speculation that his party, as also principal rivals Bharatiya Janata Party (BJP) and Congress are preparing for a hung verdict.

Officially, the BJP and Congress expressed confidence that they will emerge the single largest party, and manage to cross the 112-seat halfway mark in the 224-member state assembly, polling for which was on Saturday.

Sources in both parties, however, also admitted that they have reached out to JD(S). Their tentative alliance formula proposed to the JD (S) was also identical. Sources in both parties said they would be willing to offer deputy chief minister’s post to the JD (S).

The Centre for Media Studies, a not-for-profit research organisation, on Monday said the just concluded Karnataka assembly polls were the “most expensive ever” assembly polls in the country in terms of money spent by political parties and candidates. It said nearly Rs 100 billion was spent in Karnataka polls, which was twice of the money spent in the assembly polls in the state in 2013. The research agency said the figure didn’t include the expenditure incurred on the prime minister’s campaign.

With the counting of votes of the Karnataka assembly polls slated for Tuesday, and most exit polls having predicted a hung assembly, behind the scenes negotiations are on. JD(S) sources said Kumaraswamy, who has been a chief minister once, is unlikely to accept the offer to be the deputy chief minister. The BJP and Congress are hopeful that Kumaraswamy would be amenable to accepting his elder brother HD Revanna as the deputy chief ministerial candidate.

Kumaraswamy, some in the JD(S) claimed, was in Singapore for health reasons. But it seemed former prime minister HD Deve Gowda’s son wanted to get away from Bengaluru, and was set to return on Monday night.

Opposition leaders, including Communist Party of India (Marxist) chief Sitaram Yechury and dissident Janata Dal (United) leader Sharad Yadav, have also spoken with Deve Gowda.

While considerations other than purely political might dictate the eventual shape of things, Yechury and others have advised Deve Gowda to remember how his party suffered politically when Kumaraswamy formed a coalition government with the BJP in 2006 and also efforts that the opposition putting in to ensure a ‘one-on-one’ fight against the BJP in 2019 Lok Sabha.

Karnataka Polls: Karnataka is grappling with income inequality, an agrarian crisis and child malnutrition even though its economy grew at 8.5%–second-highest among 10 states and union territories in 2017–to a gross domestic product of Rs 9.5 lakh crore ($141 billion) in 2017-18, according to the latest economic survey.

The 2018-19 budget for the state is Rs 2.09 lakh crore ($31 billion), which is 12% more than the budget estimate of Rs 1.86 lakh crore for 2017-18. There has been an increase in the state’s revenue as well. Karnataka’s tax revenue for 2018-19, including goods and services tax (GT) compensation, is estimated to be Rs 1.03 lakh crore ($15 billion), an increase of 13% over the revised estimate for 2017-18.

The economic survey 2017-18 highlights Karnataka’s progress on the per capita income front too. With a per capita income of Rs 142,267 per annum, Karnataka’s citizens are India’s 10th richest, behind Delhi, Haryana, Maharashtra, and Kerala in 2015-16 according to national accounts.

This prosperity, however, has not led to equal distribution of wealth, robust agriculture or good access to public health systems.

Bengaluru city earns five times as much as poorest district, Kalaburagi Income disparity is high in the state. Bengaluru urban is the richest pocket with a per capita income of Rs 320,346 per annum. Kalaburagi in the north is the poorest, with a per capita income of Rs 65,493 per annum, almost one-fifth that of the state’s capital city.

In primary education (grades I to V), Yadgir in northeast Karnataka suffers a dropout rate–calculated by subtracting the sum of promotion and repetition from 100 in every grade–of 12.3%. In Bengaluru Urban, this rate is 2.9%. Yadgir’s average primary dropout rate exceeds Mizoram’s (10.1%), according to the District Information System on Education (DISE) 2015-16.

This inequality is evident in health indicators as well. For example, in Dakshin Kannada, nearly 92% 

households reported improved sanitation in 2015-16. But in Yadgir, this rate stood at 18.1%, according to National Family Health Survey 2015-16.

The Karnataka Assembly election 2018 result will be known on Tuesday as counting of votes began at 8 am. According to the procedure, postal ballots are being counted first. According to TV reports, early trends show Congress leading in 75 seats, the BJP in 99, the JD(S) in 41, and others in two seats. "All arrangements have been made for counting of votes in 222 seats from 8 am onwards at 38 centres in 30 districts, including five in Bengaluru where polling was held in 26 of the 28 segments," Chief Electoral Officer Sanjiv Kumar said.

A record 72.36 per cent of the 50.7 million (5.07 crore) electorate cast their votes, with 27,908 electors in defence services exercising their franchise through postal ballots.

The Election Commission has deployed 16,662 personnel for counting of votes amid tight security. "Postal ballots will be counted first before the Electronic Voting Machines (EVMs) are opened," Kumar said.

The Karnataka election has been billed as the biggest political battle of 2018. The Bharatiya Janata Party's (BJP's) bid to reclaim Karnataka has faced its toughest challenge from one man -- Chief Minister Siddaramaiah, who is looking to beat incumbency.

Meanwhile, four of the seven polling agencies predicted in their exit polls that the BJP would emerge as the single-largest party today. While most exit polls predicted a hung Assembly with the BJP ahead, two said the BJP would either come very close to or cross the halfway mark of 112 seats, while the India Today-Axis exit poll said the Congress might bag a majority. All exit polls gave the H D Deve Gowda-led Janata Dal (Secular) nearly two dozen seats or more, which could make it the kingmaker if there is a hung Assembly.

A win for the Congress would boost the party's morale for the Assembly elections in Rajasthan, Madhya Pradesh, Chhattisgarh, and Mizoram in November-December, and for the 2019 Lok Sabha polls. It would also ensure that the party would not be reduced to ruling only one big state, that of Punjab, in the entire country. Apart from Punjab, Congress has governments in only Puducherry and Mizoram.

Chief Minister Siddaramaiah was ahead in the Badami assembly constituency in north Karnataka, but trailing in Chamundeshwari in his home town Mysuru by over 11,000 votes against his main rival G T Deve Gowda of the JD(S).
