Keep the tribals happy: Forest-dwellers hold the key in Jharkhand elections

The FRA, which came into effect in 2006, is critical to the livelihoods of at least 3.8 mn SC/ST voters in Jharkhand, 52% of 7.3 mn voters
Jharkhand Chief Minister Raghubar Das flashes a victory sign after BJP won both the seats of Mayor, Deputy Mayor and other ward commissioners seats during Ranchi Municipal Corporation (RMC) Elections 2018 at BJP Headquarters in Ranchi
Tribals’ dissatisfaction with the slow implementation of the Forest Rights Act (FRA), which offers formal recognition of forest-dwellers’ land rights, could be a deciding factor in more than 62 of the 81 Assembly constituencies in the Jharkhand state elections, an independent research group said.
The analysis is based on the fact that the number of SC/ST voters eligible for land rights under the FRA was more than the margin of victory in the last election in 58 of the 62 seats considered FRA-sensitive. Nearly 70% of the population in constituencies spread across Jharkhand —Chakradharpur, Gumla, Latehar and Simdega, for example — belong to the SC/ST category.
Analysing the results of the 2014 Assembly elections in these 62 constituencies, researchers concluded that any political party that promised effective implementation of the FRA and other laws protecting land rights of tribals could defeat the incumbent Bharatiya Janata Party. The FRA, which came into effect in 2006, is critical to the livelihoods of at least 3.8 million SC/ST voters in Jharkhand, 52% of 7.3 million voters, according to the 2014 voting statistics.
Of the SC/ST voters, 75% (2.9 million) belong to STs, found analysts Tushar Shah and Archana Soreng, both members of the NGO network Community Forest Resource-Learning and Advocacy (CFR-LA), who conducted this analysis independent of CFR-LA…Keep Reading

Since the dispatch of Ayushman Bharat — the lead heath care program of the Narendra Modi government — nine months back, most instances of misrepresentation have been accounted for from Uttarakhand and Jharkhand. Subsequently, the administration has fixed various guidelines to counteract these.
The main case was stopped in Nainital. From that point forward, government authorities have stopped first data reports (FIRs) and slapped fines to the tune of Rs 1 crore on emergency clinics engaged with cheats. A senior government authority clarified how a portion of these emergency clinics use escape clauses in conventions.
“Medical clinics need to get pre-authorisation inside six hours of conceding and treating patients under the plan,” he said. “In the event that the specialist concerned does not endorse inside six hours, it is esteemed to be affirmed and the medical clinic can proceed with the treatment.” The medical clinics would intentionally send cases late around evening time when there would be nobody to favor.
“Presently, we have changed the standards with the goal that customary solicitations will be engaged uniquely between 10 am and 5 pm. At different occasions, just crises will be investigated,” the authority included. Sources in the administration said they had likewise recognized some abnormal patterns and were making conventions stringent. One ailment that has been utilized by fake cases is enteric fever. Seeing that more than anticipated patients were being treated for it, the legislature has made Vidal tests compulsory for treating enteric fever…

Take note! Petrol, diesel prices to change every day from May 1

Daily price change will remove big leaps in rates that need to be effected at end of fortnight

Come May 1, petrol and diesel prices will change every day in sync with international rates, much like what happens in most advanced markets.
State-owned fuel retailers Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL), which own over 95 per cent of nearly 58,000 petrol pumps in the country, will launch a pilot for daily price revision in five select cities from May 1 and gradually extend it to all over the country.
"Ultimately, we will be driving towards market linked rates on a daily basis at all pumps across the country," IOC Chairman B Ashok told PTI.
A pilot for daily revision of petrol and diesel price will be first implemented in Puducherry, Vizag in Andhra Pradesh, Udaipur in Rajasthan, Jamshedpur in Jharkhand and Chandigarh, he said.
State fuel retailers currently revise rates on 1st and 16th of every month based on average international price of the fuel in the preceding fortnight and currency exchange rate.
Instead of using fortnightly average, pump rates will reflect daily movement in international oil prices and rupee- US dollar fluctuations.
"It is technically possible to change rates daily but we have to first do a pilot. Once pilot is done and its implications studied, we will extend it to other parts of the country," he said.
While Ashok said the pilot is to be "launched within one month" and did not give a specific date, industry sources said the pilot is planned to be launched on May 1.
Daily price change will remove the big leaps in rates that need to be effected at the end of the fortnight and consumer will be more aligned to market dynamics.
While petrol price was freed from government control in June 2010, diesel rates were deregulated in October 2014. Technically, oil companies have freedom to revise rates but often they have been guided by political considerations.
Rates differ by only a few paise between pumps of the three state fuel retailers. Unbranded petrol at IOC pumps in Delhi costs Rs 66.29 per litre, while the same at BPCL pumps in the city is priced at Rs 66.37 a litre. HPCL pumps sell for Rs 66.48 per litre.
