Apple blocked our service updates globally, says Telegram messaging app CEO

Without updates, Telegram would not work properly with the latest version of the iPhone operating system and it was out of compliance with the new European data privacy law

Apple has prevented the Telegram messaging service from updating globally ever since Russia banned the service and ordered Apple to remove it from its online store, Telegram's chief executive and founder claimed on Thursday.

Pavel Durov said on his Twitter and Telegram accounts that while the application was available from Apple, Telegram has not been able to deliver technical updates to installed versions of the product anywhere.

He wrote that without updates, Telegram would not work properly with the latest version of the iPhone operating system and it was out of compliance with the new European data privacy law. While Russia makes up 7 per cent of Telegram users, updates for all Telegram users were being restricted, Durov said.

Apple declined repeated requests for comment.

Apple's control over the apps in its store enables it to inspect and approve or disapprove of every new version, including updates that fix minor technical issues. If it does not approve an updated version of the software, it cannot be distributed through the App Store.

Farmers' strike in MP to increase veggie prices; BJP dubs it Cong agitation

On the first anniversary of the death of seven farmers due to beating and firing by police in Mandsaur district of Madhya Pradesh on June 6 last year, the farmers are going to launch "Gaon Bandh" (village blockade) agitation from Friday, said a farmer representative on Thursday.

During the period, no eatables would be supplied from villages to cities in the state. Although the state government has made arrangements to minimise the impact of agitation, cities are set to see shortage of items like vegetables and milk.

Chief of Aam Kisan Union, Kedar Sirohi told IANS that the agitation enjoys the support of more than 150 farmers organisation. Besides, all 50 Panchayats of the state have also announced to fight for the rights of farmers.

"The government responds to the rightful demands of the farmers with lathis and bullets. June 6 is a black day for farmers. Nothing will be supplied by villages to cities for the next 10 days, neither will anything be brought from the cities during the period," Sirohi said.

Union Home Minister Rajnath Singh, who reached Bhopal on Thursday, however, dubbed the farmers' agitation as an agitation of the Congress party.

"The Bharatiya Janata Party (BJP) government in the state is working for the welfare of farmers and it has taken several big decisions in their interest," he said.

Referring to Rahul Gandhi's rally in Mandsaur on June 6, Singh said, "He does such things during elections.

"The Congress ruled for 60 years. Why it did not improve farmers' conditions then? What good it has done for farmers?" Singh added.

BJP Rajya Sabha member from Madhya Pradesh Prabhat Jha also said that the Congress was solely responsible for the violence during last year's agitation.

Responding to the charge, state Congress chief Kamal Nath said it is very surprising that those who ordered firing at the farmers demanding their due are now trying to shift the blame for violence on his party.

On being asked by reporters to comment on the proposed farmers' agitation, Chief Minister Shivraj Singh Chouhan declined to say anything.

Ahead of the agitation, the Mandsaur district administration has made elaborate security arrangements. Some farmers have also been made to sign surety bonds that asks them to ensure that they would not indulge in violence.

Toothpase ingredient may combat severe lung disease: Study

A common antibacterial substance found in toothpaste may combat life-threatening diseases such as cystic fibrosis, when combined with an already approved drug, a study has found.

Researchers at Michigan State University in the US have found that when triclosan, a substance that reduces or prevents bacteria from growing, is combined with antibiotic tobramycin, it kills the cells that protect the cystic fibrosis (CF) bacteria, known as Pseudomonas aeruginosa, by up to 99.9 per cent.

CF is a genetic disease with one in every 2,500 to 3,500 people diagnosed with it at an early age, according to the study published in the journal Antimicrobial Agents and Chemotherapy.

It results in a thick mucus in the lungs, which becomes a magnet for bacteria, researchers said.
These bacteria are notoriously difficult to kill because they are protected by a slimy barrier known as a biofilm, which allows the disease to thrive even when treated with antibiotics.

"The problem that we are really tackling is finding ways to kill these biofilms," said Chris Waters, a professor at Michigan State University.

According to Waters, there are many common biofilm-related infections that people get such as ear infections and swollen, painful gums caused by gingivitis.

However, more serious, potentially fatal diseases join the ranks of CF including endocarditis, or inflammation of the heart, as well as infections from artificial hip and pacemaker implants.

Waters and colleagues grew 6,000 biofilms in petri dishes, added in tobramycin along with many different compounds, to see what worked better at killing the bacteria.

Twenty-five potential compounds were effective, but one stood out.

Triclosan has been used for more than 40 years in soaps, makeup and other commercial products because of its antibacterial properties.

Recently, the US Food and Drug Administration (FDA)ruled to limit its use in soaps and hand sanitisers due to insufficient data on its increased effectiveness and concern that it was being overused.

Clear evidence has shown, though, that its use in toothpaste is safe and highly effective in fighting gingivitis, and it is still approved for use, researchers said.

Tobramycin is currently the most widely used treatment for CF, but it typically does not clear the lungs of infection, Waters said.

Patients typically inhale the drug, yet find themselves chronically infected their whole lives, eventually needing a lung transplant.

INX Media case: HC grants P Chidambaram interim protection till July 3

The Delhi High Court on Thursday granted former Union minister P Chidambaram interim protection from arrest till July 3 in the Central Bureau of Investigation's INX Media corruption case.

The court also sought the investigating agency's response on the Congress leader's anticipatory bail plea and listed the matter for further hearing on July 3.

Additional Solicitor General Tushar Mehta, appearing for the CBI, opposed the anticipatory bail plea saying he was merely called for questioning.

Chidambaram had on Wednesday rushed to a trial court for protection from arrest in Aircel-Maxis case before approaching the Delhi High Court in connection with the INX Media case, in which he has been asked by probe agencies to join investigations.

Chidambaram's role has come under the scanner of investigating agencies in the Aircel-Maxis deal of Rs 35 billion and INX Media case involving Rs 3.05 billion. It was during his tenure as finance minister in the UPA-1 regime that FIPB clearance was granted to the two ventures in which alleged irregularities have been found.

In the INX Media case, the CBI had registered an FIR on May 15, 2017, against alleged irregularities in the FIPB clearance to INX Media for receiving overseas funds to the tune of Rs 3.05 billion in 2007 when Chidambaram was finance minister.

Chidambaram's son Karti Chidambaram was also arrested in the matter for allegedly receiving funds to the tune of Rs 1 million in the case.

The other accused in the case include then INX Media Director Indrani Mukerjea and then INX News Director Peter Mukerjea.

Ramdev's Patanjali takes on WhatsApp with 'Swadeshi Messaging app Kimbho'

Yoga guru Ramdev on Wednesday launched a new messaging application called Kimbho under his flagship company Patanjali.

Patanjali's spokesperson SK Tijarawala tweeted, "Now Bharat will speak. After launching sim cards, baba Ramdev has launched a new messaging application called Kimbho. Now Whats App will be given a competition. Our own #SwadeshiMessagingplatform. Download it directly from Google Play store."

Kimbho application is touted to be a competitor of the messaging app WhatsApp. The tagline of Kimbho is kept as "Ab Bharat Bolega".

Patanjali's entry into telecom sector

Patanjali on Sunday entered the telecom sector. Ramdev launched Swadeshi Samriddhi SIM cards, in alliance with Bharat Sanchar Nigam Limited (BSNL).

Initially, only the employees and office bearers of Patanjali will be able to avail the benefits of the SIM card.

After its full-fledged launch, people will get discount of 10 per cent on Patanjali products with this card. Just with the recharge of Rs 144, one would be able to make unlimited calls across the country, get 2 GB data pack and send 100 SMSs. Apart from this, people will also get health, accidental and life insurances. Speaking on the occasion, Ramdev said government-owned BSNL is a 'Swadeshi network' and the motive of both Patanjali and BSNL is the welfare of the country.

"There are five lakh counters of BSNL and from there people can soon get Patanjali swadeshi-samradhi card," Ramdev said.

Talking about the company's motive "prosperity for charity", he further said that in addition to attractive data and call package, the card also comes with the medical and life insurance covers of Rs 2.5 lakh and Rs 5 lakh, respectively.

However, the covers could only be availed in the case of road accident. Sunil Garg, BSNL Chief General Manager, who was also present here also praised the tie-up of Patanjali and BSNL.

"Patanjali's plan is BSNL's best plan. In Rs 144, one can make unlimited calls from any part of the country. We are giving 2 GB data pack, 100 SMSs. The members of the Patanjali has to just show their identity and there SIM will be activated soon after some paper work," he said....

Bypoll results 2018 will be out in a few hours as counting of votes for by-elections to four Lok Sabha seats and 10 Assembly constituencies will be held on Thursday.

The Lok Sabha seats that went to polls are Palghar and Bhandara-Gondiya in Maharashtra, the politically-crucial Kairana Lok Sabha constituency in Uttar Pradesh, and the Nagaland parliamentary constituency.

Further, by-elections were held in the Legislative Assemblies of Shahkot (Punjab), Tharali (Uttarakhand), Ampati (Meghalaya), Chengannur (Kerala), Jokihat (Bihar), Gomia (Jharkhand), Silli (Jharkhand), Maheshtala (West Bengal), Noorpur (Uttar Pradesh), and Palus Kadegaon (Maharashtra).

The Kairana results, in particular, will also serve as a test case for a united Opposition against the Prime Minister Narendra Modi-led Bharatiya Janata Party (BJP). The Kairana bypoll is also significant as it will test the ruling BJP's popularity in the electorally crucial state of Uttar Pradesh a year ahead of the 2019 general elections.

In Kairana, BJP's Mriganka Singh is fighting against Rashtriya Lok Dal's (RLD's) Tabassum Hasan, who is supported by the Congress, the Samajwadi Party (SP) and the Bahujan Samaj Party (BSP).

Most importantly, the outcome in Kairana will either see the BJP break its losing streak this year in Uttar Pradesh Lok Sabha bypolls or hand over a hat-trick to the Opposition.

The bye-elections were marred by complaints of malfunctioning electronic voting machines (EVMs), which the Election Commission (EC) had to replace at certain places. Subsequently, repolling was held at several booths on Wednesday.

Heavy rains rattle Mangalore as Cyclone Mekunu hits coastal Karnataka

Several houses were damaged and at least 12 people were injured as Cyclone Mekunu, which had wreaked havoc in Oman in Yemen over the weekend, hit the coastal Karnataka region on Tuesday, resulting in heavy rainfall.

Mangaluru and Udupi were the worst affected, with reports of property loss and waterlogging coming from several areas.

Here are the top updates on rains in coastal Karnataka:

1. Heavy rains are expected in Kerala and the coastal Karnataka region from May 29 to June 2, according to the National Weather Forecasting Centre predictions.

2. Schools in Karnataka will remain closed for the next two days in view of the rain forecast.

3. As many as 12 people have been injured, according to Dakshina Kannada Deputy Commissioner Saisikanth Senthil. Mangaluru was one of the most affected with at least 52 houses there being damaged in the rains, according to media reports. Five rehabilitation centres have been opened and compensation for the injured will be announced on Wednesday, ANI reported.

4. Prime Minister Narendra Modi took cognizance of the matter and said that all assistance would be provided for those affected in the rains. "I pray for the safety and well-being of all those affected by heavy rains in various parts of Karnataka. False alarm! Petrol prices down by just 1 paisa to Rs 78.43/litre in Delhi

After news of a cut in petrol prices in the morning, India's biggest fuel retailer, Indian Oil has revealed that the announcement of a cut in prices it made earlier in the day was a mistake. It has revised the prices once again on its website.

IOCL informed ET Now that it had published wrong prices on its website earlier.

According to the Indian Oil Corporation website, petrol is now priced at Rs 78.42 per litre in Delhi. This is just 1 paisa lower than yesterday's price.

In Mumbai, petrol will be sold at Rs 86.23 per litre.

Earlier, it was reported that Indian Oil Corp had slashed the prices of petrol by 60 paise after 16 days of price hike. The new prices had been listed on their website as well. Petrol price in Delhi was cut by 60 paise to Rs 77.83 per litre.

The same is true for prices of diesel which were first reported to be cut by 56 paise today but now stand revised to just 1 paise less than yesterday's levels.

Looks like the joy was shortlived as prices are now back to yesterday's level.

Former Union minister P Chidambaram on Wednesday moved a Delhi court seeking protection from arrest in the Aircel Maxis money laundering case.

The senior Congress leader moved his plea for anticipatory bail before Special Judge O P Saini, who directed Chidambaram to appear before the Enforcement Directorate (ED) on June 5 as already summoned by the agency.

The court, which issued a notice to the ED seeking its reply by June 5, also directed the agency not to take any coercive action against Chidambaram in the matter till then.

Senior advocates Kapil Sibal and Abhishek Manu Singhvi, appearing for Chidambaram, urged the court to grant him the relief considering the former minister has clean antecedents and deep roots in society.

In his plea, Chidambaram said all the evidence in the matter appears to be documentary in nature which is already in the possession of the incumbent government and nothing was to be recovered from him.

However, special public proseutor Nitesh Rana, appearing for the ED, opposed Chidambaram's plea saying he did not join the investigation today, for which the ED had already issued summons.
The court has already granted interim protection from arrest till July 10 to the former minister's son Karti Chidambaram in two cases filed by the CBI and ED in 2011 and 2012, respectively in the Aircel-Maxis matter arising out of 2G spectrum cases.

The relief was granted to Karti after the ED sought time to argue on his application seeking anticipatory bail.

The matter pertains to grant of Foreign Investment Promotion Board (FIPB) clearance to firm M/S Global Communication Holding Services Ltd for investment in Aircel.

Banks on 2-day nation-wide strike from today: Here's how it will affect you

Employees and officers of various public sector banks across the country are on a two-day strike starting today to protest a nominal 2 per cent wage hike offered by the Indian Banks' Association (IBA).

The strike is expected to hit bank customers hard as it may disrupt month-end salary credit operation. Further, the bank strike could trigger a country-wide cash crunch as ATMs of most banks would not be replenished in the next two-days. Several ATMs might even remain closed during the strike as security guards employed in these ATMs are also likely to participate in the protest.

Owing to the strike, operations such as clearing of cheques, money transfer, cash remittances, and deposit and withdrawals at branches will not be possible in the next two days.

Why are bank unions protesting:

The United Forum of Banking Unions (UFBU), an umbrella body of nine bank unions, has demanded early wage review settlement, sufficient increase in salary and improvement in other service conditions and wage revision settlement for all officers up to scale VII.

Around 1 million bank employees will go on a two-day strike this Wednesday as the conciliation efforts by the Union government failed to convince bank unions to call off protests against the proposed low wage hike. Additional Chief Labour Commissioner (CLC) Rajan Verma met the bank unions, under the banner of the United Forum of Bank Unions (UFBU), finance ministry officials and bank management, represented by the Indian Banks’ Association (IBA) in an effort to avert the strike.
“The CLC tried his best to sort out the strike-related issues but there is no positive development. Though the bankers, through the IBA, said they are willing to reconsider the proposed wage hike, there was no concrete proposal.

Hence, the strike stands,” All India Bank Employees’ Association General Secretary C H Venkatachalam said.

D T Franco, general secretary, All India Bank Officers’ Confederation said about 1 million bank officers are expected to participate in the strike on May 30 and May 31. During the conciliation proceedings, the bank unions told the CLC that a 2 per cent wage hike was proposed in a meeting held between bankers (IBA) and unions (UFBU) on May 5 “which was not at all acceptable, considering the rise in cost of living.”

“The officials from the IBA stated that they have had several rounds of discussions in respect of wage negotiations…in view of the huge non-performing assets or bad loans in the banks, only 2 per cent of wage increase was offered.

But they also stated that they are still not closed and ready to negotiate further,” according to the minutes of the meeting.

Bank unions, however, argued that the wage hike should not be linked to bad loans of banks since it is “not disputed that employees are contributing significantly (towards functioning of banks) through their hard work.”

In the last wage revision in 2012, which was for the period between November 1, 2012, and October 31, 2017, bank employees got a 15 per cent wage hike and AIBOC Joint General Secretary Ravinder Gupta said the unions were expecting a better salary increase this time.

“The volume of business and the volume of work of the employees and officers have gone up enormously in the recent years… In addition, bank employees and officers are compelled to undertake so much of non-banking business and all the burden of doing various government schemes have fallen on the shoulders of the bank staff,” the strike notice issued by UFBU, an umbrella body which represents nine unions, said...READ MORE

Retail fuel prices in India continue to burn a hole in pockets, with the cost of petrol increasing for a 15th consecutive day on Monday to touch a new high of Rs 78.27 a litre in Delhi, up from Rs 78.12 per litre a day before. This, incidentally, happened on a day when the global crude oil price showed a decrease. On Monday, petrol prices in Mumbai stood at Rs 86.08 a litre, in Kolkata Rs 80.76 and in Chennai Rs 81.11. In line with petrol, diesel prices also increased -- to Rs 69.17 per litre in Delhi and Rs 73.64 per litre in Mumbai.

Following the Karnataka polls and the 19-day fuel price freeze from April 24, oil marketing companies opted for a price rise for petrol and diesel. On May 15, the price of petrol was increased by 17 paise a litre and that of diesel by 21 paise a litre in Delhi. The petrol price was seen at Rs 74.80 per litre, the highest since September 2013, and diesel was seen at Rs 66.14 per litre.

Amid the rise in fuel prices, crude oil futures fell 2.73 per cent to Rs 4,485 per barrel on Monday, in line with the weak trend overseas as the market eyed an increase in output from top crude producers -- Russia, the US, and Saudi Arabia.

The brent crude futures were at $75.34 per barrel, down $1.10, or 1.4 percent, from their last close.

This was the first batch to appear for the Class 10 board examinations after the CBSE decided to junk the Continuous and Comprehensive Evaluation (CCE) and reintroduce the board exams.

NSE, MCX in merger talks, could submit proposal to Sebi this month

Market News :  The National Stock Exchange (NSE) and the Multi Commodity Exchange (MCX) entered into merger talks ahead of the implementation of the universal exchange framework in October, said a top official. The two entities are planning to approach market regulator Securities and Exchange Board of India (Sebi) as early as this month, according to the official.

The merger will help NSE and MCX cement their leadership position both in the equities and commodity derivatives space.

Both the exchanges have readied a blueprint for the merger proposal which will be discussed with Sebi. Sources say NSE entered talks with the commodity bourse soon after the market regulator allowed exchanges to dabble both in the equities and commodities space. The decision was taken by the Sebi board at its December 2017 meet.

NSE spokesperson said, “We will not comment on market speculations.” An query sent to MCX did not elicit immediate response.

Sources say that NSE which already has a strong hold in equity and index derivatives wants to be leader in the commodity segment as well.

“Commodity space is still evolving and has great opportunity to develop in the current scenario. So, having a dominant player will help bring in lot of economies of scale,” explained a person in the know.

In the equity derivatives space, NSE has near monopoly, while in commodity derivatives MCX enjoys a lion’s share of 90 per cent.

“It is premature to share any further details of the proposal, since talks are still in the preliminary stage,” said the official cited above.

A two-time champion, KKR will be aiming to exploit SRH's recent run of poor form when the two teams square off in what promises to be a high-octane IPL Qualifier 2 match. KKR stormed into the IPL Qualifier 2 by defeating Rajasthan Royals by 25 runs at the same venue, while Sunrisers Hyderabad lost to Chennai Super Kings by 2 wickets in a nail-biting encounter in Mumbai in Qualifier 1. SRH got the benefit of being one of the top two teams in Vivo IPL points table and received a second shot at qualifying for the final tie, while Rajasthan, which entered the playoffs ranked fourth were knocked out.

KKR have ticked all the right boxes in theior past few IPL 2018 matches, with four wins on trot. Table-toppers Sunrisers, on the other hand, have slipped after finishing on top of the league table; they now have 4 consecutive lost matches behind them.

Bhuvneshwar Kumar (9 wickets) will also need to get his act together and complement the Afghan wrist spinner Rashid Khan (18 wickets). Siddharth Kaul (19 wickets) has been SRH's best bowler in IPL 2018, with consistent efforts at the start and death overs. Williamson will also have some big holes to plug in the batting department. Out for a 'golden duck' against CSK, Shikhar Dhawan (437 runs) will have to rise to the occasion, but it is the middle order that has created more problems for Sunrisers Hyderabad. Manish Pandey (284) and Yusuf Pathan (212) have been flops and their inability to provide the necessary muscle in the middle overs is a concern.

Cyclone Mekunu is expected to make landfall in Oman on Saturday morning. The cyclone, according to the India Meteorological Department (IMD), is also likely to affect the weather along India's western coast.

The Mekunu cyclone is likely to cause the western coast to receive "heavy spells of showers", an IMD official said on Thursday.

Taking note of the weather forecast, an advisory was issued in Goa on Thursday asking locals and tourists not to venture into the sea for the next 72 hours.

The IMD has warned fishermen not to venture into certain sections of the Arabian Sea until specific dates.

Here's all you need to know about the cyclone Mekunu:

1) Swimming banned off Goa's coast for 72 hours: A private lifeguard agency, appointed by the state government, on Thursday issued an advisory banning swimming at Goa's popular beaches for the next 72 hours.

"Drishti cautions beachgoers and tourists to not venture into the sea for the next 72 hours owning to rough sea conditions and high-speed winds expected. There is a possibility of a surge of waves during the high tide, in the low lying areas of the coast. Drishti advises tourists to avoid venturing into the sea for a swim or water-based recreational activities," the advisory states.

2) IMD predicts heavy showers along Maharashtra coast: Cyclone Mekuna is likely to trigger heavy showers along the western coast of Maharashtra in the next few days, an IMD official said on Thursday.

"The Mekunu cyclone has moved away from the Indian coast, but it is likely to cause the western coast (to) receive some heavy spells of showers," the official added.

3) Cyclone Mekunu's impact to be limited to coastal areas: According to the IMD official, the inner part of Maharashtra will largely be unaffected by the cyclone. " Konkan region of Maharashtra would get a few showers in the next few days. Some isolated places in Konkan will receive rain, but the rest of Maharashtra will have no impact," the official said.

4) IMD warns fishermen: In a press release issued on Thursday, IMD advised fishermen not to venture into the southwest Arabian Sea until May 24 and into the west-central Arabian Sea until May 26.

5) Cyclone Mekunu likely to make landfall in Oman tomorrow: The cyclone is expected to be “extremely severe” when it makes landfall on the Arabian Peninsula this weekend.

The cyclone had earlier thrashed the Yemeni island of Socotra causing severe flooding and damage.
"The coastal areas were submerged by floods causing heavy damage to homes," with more than 10 villages in Socotra's south and east cut off, Ramzy Mahrous, governor of Socotra, told news agency AFP.

6) Mercury to come down in Marathwada and Vidarbha: The official said temperatures across Marathwada and Vidarbha are expected to come down in the coming days. "The circular winds in the Bay of Bengal have caused some cloud formation over parts of Maharashtra, which has reduced the temperature and brought relief to people," the official said.

Nipah virus outbreak in India: Know about its symptoms, treatment

Kerala's Kozhikode is on high alert as a deadly virus called 'Nipah' (NiV) claimed six lives in the state. The fast-spreading virus Nipah reported has a mortality rate of 70 per cent. The central government on Monday sent a multi-disciplinary Central team from the National Centre for Disease Control (NCDC) to the district in the wake of deaths due to Nipah virus outbreak.

Kerala Government has assured that all arrangements are on place and there is no need to panic. It also sanctioned an emergency fund of Rs 2 million (Rs 20 lakh) to the Kozhikode Medical College to tackle the fever outbreak.

Here is all you need to know about the deadly Nipah virus:

What is Nipah virus?

Nipah virus (NiV) infection is a newly emerging zoonosis that causes severe disease in both humans and animals. Zoonosis means a disease that can be transmitted to humans from animals.

The natural host of the virus is fruit bats of the Pteropodidae Family, Pteropus genus (fruit-eating species), according to WHO.

How does it spread?

Transmission of Nipah virus takes place through direct contact with infected bats, pigs, or from other NiV-infected people.

What are the symptoms of Nipah virus infection?

According to Centers for Disease Control and Prevention, infection with Nipah virus is associated with encephalitis (inflammation of the brain). An infected person shows symptoms of fever and headache within three-14 days of exposure and an incubation period of five to 14 days.

The clinical signs are fever, headache, dizziness and vomiting, followed by drowsiness, disorientation and mental confusion. More than 50 per cent of the patients faced a reduced level of consciousness and prominent brain-stem dysfunction. Some patients have a respiratory illness during the early part of their infections, and half of the patients showing severe neurological signs showed also pulmonary signs.

When was Nipah virus first identified?

Nipah virus was first identified in Kampung Sungai Nipah, Malaysia in 1998. The pigs were the intermediate hosts during that outbreak. Around 1.1 million pigs had to be killed to control the outbreak. However, it is not necessary to have an intermediate host during Nipah Virus outbreak.

When did Nipah Virus first occur in India?

In India, Nipah Virus affected the humans without any involvement of pigs. The first outbreak was observed in Siliguri, West Bengal in 2001. The second incident also emerged in Nadia district in West Bengal in 2007. Scientists have found that humans often contracted the disease by drinking raw date palm sap tapped directly from trees, a sweet treat that fruit bats also enjoy.

The virus claimed over 300 lives across Malaysia, Singapore, Bangladesh and India between 1998 and 2008, according to WHO.

Nipah virus infection around the world

Bangladesh recorded several Nipah outbreaks in humans almost every year from 2001 to 2013. The virus has been detected in Cambodia, Thailand, Indonesia, Madagascar in Southern Africa and Ghana in West Africa on fruit bats or bats seropositive to NiV antibodies, according to a 2013 ICMR-sponsored research paper.

What are the treatments of Nipah virus?

According to WHO, there is no vaccine currently available for either humans or animals and NiV-infected patients are currently limited to supportive care. People have also been cautioned that they should not consume fruits that have fallen on to the ground.

Doctors' take on Nipah virus outbreak

Atul Gogia, senior consultant, Department of Medicine, Sir Ganga Ram Hospital, said: "Nipah virus is just another viral infection that affects the respiratory and central nervous systems with symptoms like drowsiness. Like most other viral infections, Nipah, too, has no treatment and can only be managed through intensive supportive care."

The senior doctor said people living in areas inhabited by bats or wildlife animals should be alert as there can be other infections that can afflict them.

While he did not rule out the possibility of an infected person travelling to other parts of the country and spreading the disease, he said there is no threat to other parts of the country, including North India and Delhi.

The controversial expansion of Vedanta's 1,200 tonnes per day copper smelter in Thoothukudi, Tamil Nadu has been stayed by the High Court on May 23 after at least 11 people protesting against the plant were shot dead by state police. The court has ordered that the company consult people before building the plant - something the company claimed it was legally not required to do.

Vedanta claims it had legally got an environmental clearance from the Union government to expand the smelter to double the capacity without consulting people. A perusal of Union environment ministry’s and several court records show the NDA government made an interpretation to green regulations in December 2014, which helped particularly plants such as that of Vedanta's at 

Thoothukudi to be built without consulting people of the project-affected area.
This exception in the environmental safety regulations was made on the request of various industries, show court and government documents reviewed by Business Standard. The exception to the rules was carved out through orders of the then environment minister and called a ‘clarification’. This clarification would in months ahead allow Vedanta and several others to start constructing their plants, such as the one in Thoothukudi, without public consultations. This interpretation by the NDA government was fortuitous for companies because the environment ministry under UPA government had insisted in May 2014 that projects such as Vedanta’s in Thoothukudi were required by law to first go through public consultations.

In 2016 the National Green Tribunal found, the December orders of the NDA government, which favoured Vedanta, to be illegal. It had to go to the point of threatening bailable orders against the environment ministry officials in the case to divulge information on the matter. Ministry officials said rescinding the government’s December 2014 orders would adversely impact many projects.
Eventually, the NGT quashed the December 2014 orders. On the NGT’s instructions, the ministry had to pass fresh orders clearly stating that projects in industrial parks without environmental clearances needed to conduct public hearings.

But, by then Vedanta had secured an extension of the green clearance to its expansion project in Thoothukudi without the need for a public hearing.

It is citing this 2016 ruling of the National Green Tribunal and other facts that came to light during the case, that the High Court on Wednesday has ordered Vedanta to stop its expansion plans in track and go back to first consult the people.

The usual green clearance regulations

Almost all large scale industrial projects require a mandatory environmental clearance from the Union environment ministry. The project developer first prepares a report laying out how the industry would impact the people and environment in the vicinity of the project site. It then presents this report to public for consultations under the supervision of the state government. Experts of the Union environment ministry study the results of these consultations and the environmental impact assessment to decide if the project should be given a nod or not. People cannot veto the project during consultations but their concerns have to be addressed by the company and the Union government before the project can take off.

The environment clearance regulations, dating back to 2006, make exceptions to the need for public hearing in select cases. If a small industry is set up inside designated industrial park, which itself has an environmental clearance, then the specific industry is allowed to bypass public consultations.

During the United Progressive Alliance government's tenure in May 2014 questions were raised with the government about this exception. What if the industrial park is established so long ago that it came up before the environmental regulations of 2006 were in place and the industrial park itself has no environmental clearance? Would industries in such cases too not need to consult the project-affected people?

CBSE will release the results on its official website cbse.nic.in or cbseresults.nic.in. Declaration of CBSE Class 10 Result 2018, CBSE Class 12 result may be delayed due to the re-examinations held on account of the infamous CBSE paper leaks. Nearly a month after the CBSE exam question papers were leaked, the re-test of the Class 12 Economics paper took place on April 25. Earlier, reports said that CBSE results would be declared on time, however, a CBSE official confirmed that they would be delayed.

"The results will be declared by the end of May. However, the CBSE Board will confirm the date just a day before the exams as the evaluation is in advanced stage despite re-exam of economics paper. We have rigorously followed up with schools to send more evaluators than the required number," a senior Board Official said. There were also reports of the CBSE's Class 10 mathematics paper being leaked, but the board decided against its re-test, saying class 10 was just an "internal segment" of school Education system. The reports of the leak of the CBSE papers had caused disappointment among students across the country last month. In Delhi, students held protests accusing the CBSE of negligence and demanded immediate action against the guilty.

According to Delhi Police, the class 12 economics paper was leaked on 23 March - three days before the scheduled date of the examination.
