Republican Senator Josh Hawley introduced a bill on Tuesday to ban unlimited scrolling on pages by social media sites such as Facebook and Google’s YouTube.
The bill would ban infinite, automatic content additions when users approach the end of feeds on sites. It wouldn’t apply to music-streaming sites or pre-compiled playlists. The proposed legislation, which is unlikely to pass, represents the latest initiative by Hawley targeting large technology platforms as he emerges as one of the sector’s foremost Republican foes. Earlier in July, he addressed President Donald Trump’s gathering of conservative anti-tech voices, which also attracted conspiracy theorists and internet trolls.
Hawley has proposed other bills targeting the industry, including one US Congress to ban allegedly addictive features of video games and another requiring that companies face lawsuits for the user content they host if they don’t demonstrate political neutrality. “Big tech has embraced a business model of addiction,” Hawley said in a statement. “Too much of the ‘innovation’ in this space is designed not to create better products, but to capture more attention by using psychological tricks that make it difficult to look away.”
Hawley’s bill would require that social media companies set a 30-minute limit for time on spent on their platforms. Users could change the limit, which would automatically reset monthly. The legislation would also require that companies send 30-minute alerts to users that set longer time limits.

As the Rajya Sabha rejected the opposition motion to send the RTI amendment bill to a House select committee for further scrutiny by 117 to 75 votes, opposition alleged “intimidation” tactics by treasury benches to influence voting.
Ministers and BJP members instructed NDA MPs and those of like-minded regional parties to vote against the motion. CPI (M)’s E Karim and Congress MPs protested when C M Ramesh, who had recently quit the TDP to join the BJP, tried to dictate voting behaviour of some members of his former party and later collected vote slips signed by members. Only officials are authorised to collect slips.

In the wake of Pakistan’s Prime Minister Imran Khan’s visit to the US, wherein he met President Donald Trump and Secretary of State Mike Pompeo, the United States on Thursday said the time had come to expand on those responsibilities.
“We are focused on harmony in Afghanistan. We imagine that was a significant advance. Furthermore, there was various issues that were talked about in the President’s gathering as well as with the Secretary’s gathering too, and this is the ideal opportunity to expand upon that gathering and expand upon those responsibilities,” State Department Spokesperson Morgan Ortagus told columnists at a news meeting.
Depicting Khan’s gathering with Trump and Pompeo prior this week as an “underlying” one, she said this allowed to the president and the secretary to meet the Pakistani leader and fabricate an individual association and affinity.(Click Here for International News)
“Presently we think the time has come to gain ground on the accomplishment of this first gathering. I would note something that the head administrator said that he pledged to ask the Taliban to consult with the Afghan government,” Ortagus said. The US, she stated, was focused on the battle against fear based oppression.
“With regards to battling fear mongering, you have a secretary of state who has been focused on this his whole profession and that is something that he is continually going to raise with partners and companions and whomever gets together,” Ortagus said. The US, she stated, was working with Pakistan to get prisoners discharged…

Is India running out of time to cash in on its booming young workforce?

India isn’t doing enough to revamp its education system to prepare the youth for better-paying, high-skilled jobs, going by a recent World Bank report

Economy News: India, which is home to more young people than any other country, is running out of time to harness the potential of its youth to drive economic growth. The nation’s population in the under-19 age group has already peaked, government data show. That means the labor force will grow more slowly from here on out. In just over 20 years, the South Asian nation will be an aging society, similar to where China is now, according to the Economic Survey published by the Finance Ministry earlier this month.
With those risks looming, India isn’t doing enough to revamp its education system to prepare the youth for better-paying, high-skilled jobs, going by a recent World Bank report. The world’s sixth-biggest economy, and until recently the fastest-growing major one, is ranked 115 out of 157 countries in the Human Capital Index, which measures the investment in education and health care for young people.
Finance Minister Nirmala Sitharaman’s budget this month allocated 3.4 per cent of total annual spending to the ministry in charge of education, little changed from the last few years and down from 3.8 per cent in 2015. The government’s own review of public schools says “it is common knowledge” that the country’s education system suffers from a shortage of teachers and staff, poor teacher training and delays in receiving funds.
